(19,429 posts)First, there was no jam if you were coming from the NJ turnpike or Routes 1/9. The jam was on local streets in Fort Lee due to the lane closures on the on-ramp. Through traffic from farther west was largely unaffected, aside from having two more toll booths available than usual.
Second, from the Trenton areas, and most of NJ, you wouldn't go up to the GWB to get to lower Manhattan unless something were severely wrong at the tunnels.

Upon further information, it seems the answer to that is "nope".

(28,227 posts)If the helicopter flew up and down the Hudson, they wouldn't be in it.
If they were over land, on the NJ side, they would be in the ATA and must maintain contact with the tower.
No decent pilot would be up in the Teterboro area WITHOUT tower control, especially for traffic advisories.
This would be doubly important for an aircraft that contains a governor of a state.
They would definitely be in touch with the tower, and that would be logged.
