Medical expenses and taxes

First, to be clear, I'm not complaining -- just curious.

Anyway, anybody notice this? 2013 was meant to be the first full year of the ACA; it was also the year the tax burden on personal medical expenses went up. The threshold on claiming medical expense deductions went from 7.5% to 10% of your income (if you're under 65), and the ceiling on contributions to flexible spending accounts dropped from $5000 to $2500. Does anyone know if decreasing access to medical tax deductions was part of the deal cut to pass the ACA? I've Googled a bit but haven't found anything.
