who surreptitiously planted the Panetta Review so that DiFi could find it.

.....report to CONTRACTORS to keep stuff away from the Intelligence Committee and staff.
This is sick and twisted.
The most secret stuff was vetted by CONTRACTORS before review by Congress members who are sworn to secrecy.
