A Seymour man was arrested Thursday evening after an investigation revealed he had locked his 56-year-old sister in her bedroom in the home they shared and held her captive over a period of several years.
Seymour Police Officers arrested 58-year-old Arthur Gauvin of 10 Eleanor Road, Seymour. Gauvin was charged with first-degree unlawful restraint, second-degree reckless endangerment, and cruelty to persons. Gauvin was released after he posted a $20,000 bond.
However, after being released from custody Gauvin made a threatening comment to a family member in front of officers. Gauvin was immediately placed under arrest a second time and was charged with Tampering with a Witness. Gauvin was held on a $25,000 bond which he could not post and was arraigned this morning at the Derby Superior Court on all the charges listed above.
The incident unfolded shortly before 7:30 p.m. Thursday when Seymour Police received an anonymous call from someone stating they were concerned for the welfare of the allegedly captive woman. Officers responded and were let inside the residence by family members and spoke to Gauvin. While speaking to Gauvin, officers immediately detected a foul odor inside of the residence. They were led to a bedroom in the house where the female victim was located. Officers found the female victim to be covered in filth with urine and human feces covering her entire body. The victim was disheveled and it was immediately apparent she had not been bathed in a long period of time. She was frail, extremely thin and appeared to be malnourished. Officers found a locking clasp on the outside of the bedroom door that prevented the female from exiting her bedroom.

(14,255 posts)There were children in the house. He made a threatening remark to a family member - I will go ahead and assume the family member either was not a child or was old enough to threaten.
