I would say about 80%... Now I know the number is probably slipping because these officials are beginning to understand how dangerous these idiots are.
But Imagine if Occupy Groups were hanging around the Bundy Ranch armed to the hilt, disrupting local traffic.. Jesus Christ.. everyone of them would be dead or in jai (little over stated) butl..Shame on Sheriff Gallespie for taking so little action to this point..

There's no possible explanation behind their increased patrol, checkpoints, bomb threats and death threats to elected officials.
The laundry list is already half a dozen bullet points long on reasons why this 'insurrection' needs to be ended...
...Yesterday.
Someone is complicit in their actions.

Crazy Cliven seems to be the only rancher in the county
I'd expect Clark County law enforcement spends almost all its time thinking about casinos and drunks and bankrupt gamblers and hookers and the rest of the exciting Las Vegas scene. I don't know what constitutes a lawless afternoon in Boulder City: it seems to be a retirement area, and gambling isn't legal there
There are elected constables for Boulder (pop 16 700), Bunkerville (pop 1 200), Goodsprings (pop 4 400), Henderson (pop 268 800), Las Vegas (pop 1 380 300), Laughlin (pop 8 000, Mesquite (pop 20 800), Moapa (pop 1 400), Moapa Valley (pop 7 600), North Las Vegas (pop 241 400), and Searchlight (pop 1 500)
So Crazy Clive lives in the least populous judicial district in the county. I'd guess everybody thought Who's Cliven? then looked at the map and said, Oh, that's Constable Laub's problem
