Let's start with this:
Title 23 United States Code (23 U.S.C.) Section 129 Toll Agreements
Under 23 U.S.C. 129, Federal participation is allowed in the following five types of toll activities.
Initial construction (except on the Interstate System) of toll highways, bridges, and tunnels, including the approaches to these facilities;
Reconstructing, resurfacing, restoring, and rehabilitating of any existing toll facility;
Reconstruction or replacement of free bridges or tunnels and conversion to toll facilities;
Reconstruction of a free Federal-aid highway (except on the Interstate system) and conversion to a toll facility; and
Preliminary studies to determine the feasibility of the above toll construction activities.
If Federal-aid funds are used for construction of or improvements to a toll facility or the approach to a toll facility or if a State plans to reconstruct and convert a free highway, bridge or tunnel previously constructed with Federal-aid funds to a toll facility, a toll agreement under Section 129(a)(3) must be executed. There is no limit to the number of agreements that may be executed.

I've read numerous post from members that really don't know anything about US policy or existing toll roads. Hell, I work in the construction industry, do work for state and federal highway administrations every day, and didn't know all that the FHWA site offers.
I thought others may want to be aware since it seems to be one of today's favorite topics.

(68,644 posts)We agree, you and I, that there are a lot of details that escape the ordinary layperson.
I posted several replies with links explaining how agricultural and construction enterprises, for example, are exempted from fuel taxes in my counterproposal that there are better ways to raise funds than tolls.
It turns out to be a pretty complex explanation when you come down to it, between state and federal excise and fuel taxes and all the details therein.
At the end of the day, tolls are regressive, unsustainable, favorative-to-privatization, schemes.

(12,665 posts)Construction enterprises are exempt from SOME fuel taxes, such as off-road fuel. But, don't get caught with off road fuel in your construction equipment that has wheels. lol! Again, as you said, it's complicated.

Helpful hint: Don't drive from South Nashville to Lake Shore(?) unless you absolutely have to. Fly!! lol.
We saw some interesting billboards on the way though.
