Now New Rules for the Internet?

The Internet was a government (ARPA) project originally.

In 1996, it was given over to the world for free.

WWW is a Tim Berners-Lee invention from CERN which is publically funded.

None of this was "invented" by corporations, but are part of the commons. Why are we being asked to pay more for equal access to the Internet - something we have already paid for?
