They wanted Snowden OUTTA THERE. They didn't want the problem. They didn't want him arrested in Hong Kong, they wanted to maintain the Great Fiction that Hong Kong is an enclave that gives a shit about "rights" in contrast to China (Big Lie--when Beijing says JUMP, Hong Kong says HOW HIGH?).
They pushed him off on Putin, and Putin, having hosted Snowden at the Russian consulate in Hong Kong, was "ready to receive." For all we know, China and Russia worked a deal to make sure that China had trouble processing the US request, so Snowden would fall right into Putin's loving embrace.
