This could split the Tories or may be part of Harper's master plan for an extreme right shift in Canadian politics.
The themes are imported from the Republicans but based on Canadian provincial issues. eg references to the Federal Human Rights Act in an education bill. (gay rights) and resistance to decreasing the allowable alcohol blood level of drivers. (nanny stateism)
This could signal an even more rightward shift that indicates the Ultra Conservative Reform wing of the Tories are making a play for control of the party.
"It leaves Alberta poised to elect a right-wing government in lock-step with the Reform wing of Stephen Harpers Conservatives, one that will embrace its energy industry, slow spending growth and turn to tax credits and rebates to lower taxes in what is already Canadas lowest-tax province. "
If Harper is OK with this he will lose his grip on the national electorate. If this is a rump revolt he is in line for a leadership challenge. Hopefully this is the beginning of the end of the Tories.

would make money. So the Canadian government obliged by giving free land away to cattle ranchers from Montana.
Alberta is basically an extension of Montana.
