Yes, yes, I understand that there is probably not a causal relationship. Still, it looks like that.

But it certainly tends to disprove a negative correlation, i.e., more stops = fewer shootings.

was to stop providing police officers a legal way to harass African Americans, who are overwhelmingly targeted by stop and frisk, as well.
This is the rationale for decriminalization across the nation since the pattern holds everywhere - African Americans are targeted for stop, frisk and arrest, while they are no more likely to use or possess marijuana than a white person.
