Over 2 million African-Americans are banned from voting, 7.7% of the entire racial population.

How many more are not voting or registering because of arrest warrants for petty matters for which they may think voting or registering will get them arrested?

Jim Crow is here, it lives in the justice system, it thrives in the dark places of small towns and cities where it grows best unnoticed.

SECTION 1: Every citizen of the United States, who is of legal voting age, shall have the fundamental right to vote in any public election held in the jurisdiction in which the citizen resides.

SECTION 2: Congress shall have the power to enforce and implement this article by appropriate legislation.
