You know, claiming they are an evil that is expanding and that wants to take over the world when in fact they are a dying movement that the world is rejecting.

You can't increase arms sales without an enemy so you have to exaggerate the threat.

Sometimes, it's handy to arm a bunch of guys and turn em loose too. Especially if you claim the President is strutting around claiming he won the "War On Terror".
