Angela Butler Hibbitt, a 54-year-old from Tennessee, may soon be forced from the home she loves and into a nursing facility.

What’s pushing her out of her home? Tennessee’s cuts to Medicaid, that’s what. When Medicaid budgets get slashed, it can have a catastrophic effect on the very real people who depend on it. Sometimes, it’s the difference between living and merely existing....

Unfortunately, budget cuts are chipping away at the services at her disposal. She’s been informed that in-home nursing care will soon be cut from 20 hours a day to 16. For Angela, those four hours mean the difference between remaining at home and being forced into a nursing facility. You see, Angela’s body is weakened by muscular dystrophy. “There are a lot of things I can’t do for myself. I need help for many things, like using the bathroom. My parents are elderly and no longer strong enough to help. And if a ventilator tube should come undone, my life could be in danger. I can manage to get help for a few hours a day and we can muddle through, but eight hours is pushing it.”

Because of the ventilator, Angela can’t go to just any nursing facility she chooses. She needs one equipped to handle her special needs. That facility they want to send her to? It’s 90 minutes away from all that is familiar to her. That distance will make it very difficult for her parents and her brother to visit. She won’t see them often. It means saying goodbye to her family home and her beloved dog. It means not having friends or neighbors who can help out in a pinch.

Is it heartless to do that it will actually cost the state more money. Countless studies have shown that in house home care is way less expensive that nursing home care. Its also better for the people as they get to stay in familiar surroundings.
