people of color, seem to enforce all laws more harshly against people of color.

And jurors seem to decide in favor of law enforcement more often than not, no matter what the facts of the case are.

I use "seem" very deliberately because I have not studied the matter beyond reading stories in newspapers and online for most of my life. Maybe statistics show something else.
