The article indicates some of the guards are being punished, I know we desperately need prison reform.

Basically incoming prisons are forced to adopt a culture of self-segregation (one prison described it as unacceptable to sit at the "black table" for lunch but sharing a needle with one is a different story) and an overall logic which I call "prison logic". One thing that is common if you come across as a pushover when tested early then it opens you up to bullying(protection is commonly sold under the economic system), taken advantage of, etc, and won't stop until you literally fight back. It doesn't matter so much logically if you are right or wrong--you could Mother Theresa, you're only right if you can do something about it. You may notice of it isn't right that guy ripped off that guy but if they do it to someone perceived as a pushover -- don't matter because he's a "bitch".

This is much less of an issue at the 3 or 4 yards (higher security) but still present even the overall incarceration culture. For example if you're white in your first day in the county jail in bigger cities you may be invited to a "wood meeting" but rather told you need to be there.

Basically we send people through this than what do we expect when they come back? A lot of them will adept the mind-set of don't do people wrong unless they're pushovers so who are targeting but sometimes not escalating situations or handling a ripoff as a "now I know that about him/her, cut them out of my life" is wrongly perceived to what they call a "bitch" which is the worst thing to be in their eyes before snitches, child molesters, and cops.

There's a reason we lead the world in both actual prisoners and incarceration rates.

Even progressives suffer punishment lust. You see it in this forum all the time.
