Even French Media said 2016 game is already decided

Tonight as I was watching evening news, they displayed the 2016 presidency topic entiteling it "America, the Dynasties' battle"
They basixally saif that from now there is more than probable than the 2016 campaign will be between Hillary Clinton and Jeb Bush. And that both famillies had already locked their respectives parties' powerstructures and networks in their favor.

So now the question is.
Why spending so much $$$$ in a primary pricess is everything is alreday so....INEVITABLE!!!
