Royce Reed, the boy's mother and a former Orlando Magic dancer, reportedly took the boy to children's services in the Orlando area in August, saying Howard had whipped the 6-year-old boy with a belt and he was left with bruises and abrasions on his legs.

The boy's injuries were documented and when Howard was interviewed he told investigators that he was disciplining the boy

So they documented bruising and abrasions on the kid's legs, the guy even admitted he'd done it, and yet they came up with 'not breaking the law'.

Lousy laws, Florida.

This might have more to do with the fact that Dwight Howard is a famous and wealthy NBA player than bad Florida laws. I also read that a doctor thought Howard's action rose to the level of abuse.
