there are civilian review boards of normal citizens everywhere. Why is that? The police depts have the dirt on everyone in a community. They know who is sleeping with who. They know who is stealing from who. They have the dirt on all the community leaders including prosecutors. And they are as they say "the fraternal or of police". They know what the governor is doing.

It will take a john doe like citizens review board to ever find fault with a police officer. No internal affairs will ever work. It will have to be mandated from the federal level and the DOJ will even fight it.
