after the election and not before?

it's unlikely that it would have changed the ultimate outcome of the elections (GOP gaining control of the Senate/retaining control of the House) and the danger was that if it had been done earlier, the mid-term results would have been seen as a referendum on immigration. Republicans would have said "the people have spoken on immigration" and that the president had lost the fight.

This way, immigration remains a top issue that both Republicans and Democrats will have to deal with going forward into 2015/2016.

but its still supposition and knowing hispanic demographics it might have changed things.
