WASHINGTON President Obama will move as soon as next month to defang the 54-year-old American trade embargo against Cuba, administration officials said Thursday, using broad executive power to defy critics in Congress and lift restrictions on travel, commerce and financial activities.
The moves are only the beginning of what White House officials and foreign policy experts describe as a sweeping set of changes that Mr. Obama can make on his own to re-establish commercial and diplomatic ties with Cuba even in the face of angry congressional opposition.
The embargo is a container its been that way since President Eisenhower thats had regulations and laws put into it and taken out of it and mixed about, said John Kavulich of the U.S.-Cuba Trade and Economic Council. President Obama is saying, Im going to leave a shell, but its going to be a proverbial Easter egg its going to be hollow.

Taken together, the actions will render the embargo a lot more holes than cheese, said Robert L. Muse, a Washington-based lawyer who specializes in American laws relating to Cuba. The president went big on this, and that produces a momentum of its own, so I expect that well see these things go further and faster than anybody would have anticipated.

(39,313 posts)First the changes Obama is implementing and ending the Embargo, second the Wet Foot, Dry Foot rule that allows any Cuba who reaches the US to gain residency.
Many US Latinos are pissed about both! The Embargo isn't fair and Wet Foot just favors the Cubans over other Latino immigrants.

The gop defunded the Embassy in Benghazi but this time Cuban Americans will be watching.

(26,290 posts)And it puts the republicans in a catch 22, if they oppose opening relations with Cuba they cant support Pauls nomination and have to work against him if they support him though they cant oppose Obama over this...........it will drive them batshit crazy.

When you think about it there's some irony here - Spain lost to the US / Cuban team more than a Century ago. Then the US became master and then punisher. Spain must have to work through some things regarding Cuba.. it's kind of a mini-Spain the Pearl of the Caribbean.

(39,313 posts)I really didn't think he cared or knew that much about Cuba. Word is he was very impressed when the US and Britain asked for Ebola doctors and most countries were coughing up a couple and Cuba offered 480. But I guess he was already decided and the wheels were in motion a long time ago.
It's couragegous as Carter and Maduro of Venezuela both said today.
Oh and along the way maybe pushed Jeb Bush into a corner

With a view to receiving the advice and consent of the Senate to ratification, subject to certain reservations, understandings, and declarations, I transmit herewith the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The Convention was adopted by unanimous agreement of the United Nations General Assembly on December 10, 1984, and entered into force on June 26, 1987. The United States signed it on April 18, 1988. I also transmit, for the information of the Senate, the report of the Department of State on the Convention.
The United States participated actively and effectively in the negotiation of the Convention. It marks a significant step in the development during this century of international measures against torture and other inhuman treatment or punishment. Ratification of the Convention by the United States will clearly express United States opposition to torture, an abhorrent practice unfortunately still prevalent in the world today.
The core provisions of the Convention establish a regime for international cooperation in the criminal prosecution of torturers relying on so-called "universal jurisdiction." Each State Party is required either to prosecute torturers who are found in its territory or to extradite them to other countries for prosecution...
By giving its advice and consent to ratification of this Convention, the Senate of the United States will demonstrate unequivocally our desire to bring an end to the abhorrent practice of torture.
