Why do people so often mention China when talking about free trade treaties?

That one gets me. Are China and the US in a trade bloc I don't know about? (Oddly enough a lot of people have even brought up China when talking about NAFTA.)

About 4 million jobs moved from the US to China since 2000. We don't have a free trade agreement with them; they're actually still a step below full NTR/MFN status, even though their status is called that.

Nobody that I know of is contemplating a free trade treaty with China. It's not on anybody's radar. So... why does China keep getting brought up when people talk about trade deals?
