Like Deandre Hutcherson in 2005, Vergara and Garcia went through hours locked incommunicado in the building, only to be set free without any charge.

Doesn't matter if it was the police..to be grabbed and held against your will with no charges, no arrest, is kidnapping.
Problem is that the police have been sued under civil charges when they do criminal things.
Criminal charges would go a long way to stop police brutality, IMHO.
