A news story on the Baltimore riots: "Violent clashes flare in Baltimore after Freddie Gray funeral"

What I found telling was this part of the article:

Maj. Gen. Linda Singh, adjutant general of the Maryland National Guard, said up to 5,000 troops would be available for Baltimore's streets.

"We are going to be out in massive force, and that just means basically that we are going to be patrolling the streets and out to ensure that we are protecting property," Singh said at a news conference Monday night.



Notice that General Singh did not say that the troops would be protecting people, but property. It would seem to me that absolutely nothing has been learned from what is now going on.

The intent is to intimidate others to prevent further rioting, which did destroy property, but more importantly threatened established control of the authorities.

Within that intimidation is a threat of violence against people.

I think what she said makes perfect sense within her assigned mission. It would be impolitic to say up to 5000 troops are available to enforce civil authority through martial power, but that's pretty obviously what's up.
