Papillion man charged; authorities allege 'repeated beating or mutilation' of two dogs

A Papillion man was charged Tuesday with two counts of intentional cruelty to two dogs, resulting in the death of one of the animals.
Barry L. Richey, 56, faces up to five years in prison on each charge. He was released from the Sarpy County Jail after posting $500 bail.

A court document filed by the Sarpy County Attorney’s Office accuses Richey of “repeated beating or mutilation” of two dogs, Mario and Bella, on April 20. The dogs were repeatedly shot by a BB gun, said Lt. Orin Orchard of the Papillion Police Department, resulting in Mario’s death.

Yes, I know we kill millions of animals daily for food, but any time animals are deliberately tortured, there needs to be legal repercussions greater than simply 'fines'.

City of Papillion animal ordinances

I'll have to take another look at our local ordinances, I might want to see about possibly trying to get the city council to adopt some of what Papillion has listed there.
