Let's look at some numbers:

There are about 7.4 million voting age folk in NC

About 1.3 million of them voted for Amendment One

About 0.8 million of them voted against Amendment One

That means about 5.3 million of them just sat on their hands

But your point still stands, imo. More than half sat home.
