In reality, the POTUS has met Mr. Walker; and having met him, the President is pretty sure scotty will accidental shoot himself at some point.
Scotty, who believes he was elected to being Wisconsin not serving Wisconsin, thinks (I know, not actual thought, just proto thought. The word is a convenient crutch) it applies to the whole state instead of the state hole.

As a matter of fact, he's knows neither the President or any one person could cause that to happen.

Bullshit that even the target audience knows is not true.

I weep for America. A place that has never been what it pretended to be, but a place with so much potential. Heading down the same shithole as so many others have.

It's just a convenient wedge issue to solidify his support/opposition against Democrats. Walker comes off as somebody too slick to buy his own BS.
