But Eyewitness News has learned of disturbing allegations about the center, including routine corporal punishment - sometimes without parental consent - and solitary confinement that can last for months.
And just last week, Child Protective Services began investigating the center. That investigation involves Teresa Landis, whose 10-year-old daughter spent nearly a year at the center sent there, according to Judge Payne, after she attacked a teacher and a school bus driver.
What happened next outrages her family and critics of the ITC.
The girl allegedly was confined in a so-called "quiet room" for five days at a time; restrained by teenage "leaders" who would sit on her; and hit with a wooden paddle 14 times. At least once, the family contends, she was prevented from going to the bathroom and then forced to sit in her own urine.
The girl, allowed to see her mother only three times, wrote letters urging Landis to go to church.
Landis and a friend agreed to carry an undercover camera into the ITC for Eyewitness News recently. Cavanaugh showed them where her daughter and other kids were confined.
If I called it anything, I would call it a quiet room, because usually what they need most of all seems to be quiet, he said.
But former students say it's called the prayer room, and amounts to solitary confinement. The room contains little more than a bed, a Bible and a table. One former student told Eyewitness News when he was there, it was equipped with alarms and a security camera.
Its not like nobody sees them, even all night long, Cavanaugh said. Theyre up there at least a minimum of three times a day.

(14,040 posts)I think there needs to be a Federal investigation into these centers. If they are used because there isn't the same oversight as funded facilities, that means many of these kids are being denied their civil rights.

(108,977 posts)The girls weren't the only ones subject to severe abuse thanks to the adults in the evil cult. All the children suffered in different ways.

(7,006 posts)However, in Josh's case he cannot be excused. There are children who are 14 tried as adults cross America daily for certain crimes. Now, as for this piece, it does verify a pattern of abuse in the Quiverfull Religious Movement, which the Duggars are members. It also should raise MANY QUESTIONS on what ELSE has been forced into silence by the Pastor, Leader and Father Jim Bob Duggar. Michelle is equality to blame and folks should NOT let her off lightly. She was not raised Quiverfull and should know RIGHT from WRONG no matter how many children for Jim Bob she decided to breed.
As has been said, the story of this Quiverfull Movement, the Duggars, Bill Gothard, Doug Phillips, abuse of Women and Girls (and maybe even boys) is just at the tip of a melting iceberg. This is why the Duggar's did not ever want to have Josh's abuse of his Sisters reach the light of day. The Media will continue making connections.
"What one does in the dark will be exposed to the light."
Jim Bob, a former State Legislator and then Vice President of the Arkansas State House Corrections and Criminal Law Committee -- should have known that no police report would go quiet forever unless its retracted (he did this thankful too late). Yet, Jim Bob thought he was scot-free after they "buried" Josh's child abuse of this sisters by waiting to report until the legal Statue of Limitations ran out.
The more "popular" the Duggars became, the more they proudly promoted their political views on the show, the more exposed they became. Some in the Media knew about the allegations and sat on them for years. Which leads me to believe, someone "veryclose" to the Duggar family finally connected the dots (police report) and was quietly paid off in return.
To whomever it is, Good Work! Child Molesters of all shapes, colors and political affiliation should be exposed. The Victims are the ones the publicly needs to care about. The abusers deserve punishment and nothing else.

(7,006 posts)And Josh deserved to be criminally charged either as a Juvenile which is fine, or if other acts occurred besides inappropriate touching as a adult. There can be a waiver offered if the accused attend counseling until the age of 18 or longer to 21 (if the abuse occurred at 16 years old and up by the abuser) to expunge the offender record.
However, sexual abuse is a CRIME.
Predators, routinely are worst prisoners in the Correctional setting than Murders because of the manipulation principle involved in committing these vile actions. The victims are normally scared for life.
Thus a strong message must be set while the offender is young enough hopefully to learn better, this is NOT approriate behavior under 18 or of legal adult age.

(7,006 posts)Jim Bob is the Duggar's Pastor, Head of Household, Leader, Father and Michelle's Husband. Folks would be wise to learn more about the Quiverfull Religious Movement. If more pieces fall off the iceberg (as they likely will) this will help understand the deep sickest behind how this Movement used the Bible and twist the words of God to justify extreme sinful behavior.

WTHR does some great investigative stuff, and this is no exception.
Wasn't this kind of stuff predicted when the "faith-based" crap was pushed by Right-wingers?

(8,175 posts)But he added that corporal punishment and confinement can be appropriate in residential programs. And, he said, the end result is what counts.
Must be a conservative. Probably though Abu Ghraib was appropriate too.
You can beat someone/something into submission, but you do so at the risk of breaking their soul, their mind, their spirit. You do so at the risk of making them live in fear, or in anger and seeking vengeance, or someone weaker than them that they can take their frustration out on.
If you beat someone, you teach them that beating is OK.
This man should not be a judge.
