The EPA has almost worked itself out of a job. No, not by making our environment sparkling clean. We're a long way from that. But they did, by their Superfund operation, clean up or isolate many of the worst sites. Rivers that used to catch on fire are now clean enough for swimming. Some of them. The thick blanket of brown smog that once hung over every major city is now a thin layer of tan smog, even on the bad days. In other words, the EPA has succeeded in making the air and water clean enough so we don't notice the problems. And that's good, but the EPA has a tough sell when it wants to make things better. The Republicans, of course, never did like any of the federal regulatory agencies, even though a couple big ones were established in the Nixon administration. So EPAs enforcement powers are severely diminished when they should be enhanced.
