Black and having a stroke? Have some pepperspray to your face and a taser.

David Washington, 34, black, became disoriented while driving, drove into the wrong direction in a lane and eventually stopped in the middle of an intersection. There, he sat unresponsive behind the wheel, staring forward. (It was later determined that he had a stroke.)
The cops come and het gets tasered. Doesn't work? Maybe a good load of pepperspray right in the face will help. Doesn't work? Scream at him that you are fucking serious. Pull him out of the car and arrest him.
The cop in question has already resigned from the police department though he doesn't recognize any wrongdoing on his part. His two colleagues are still under investigation. The PD said that his actions violated department policies.
