Budget surprises: Items inserted with little or no public input

As the Legislature's Joint Finance Committee makes its way through Gov. Scott Walker's proposed budget, a number of significant policy changes have been inserted into the package with little or no public input or prior notice.

Here's a partial list of those budget items.


Limits on use of hotel taxes

By a 9-7 vote the committee approved requiring cities to put most of the hotel taxes they collect toward promoting tourism, rather than their general operations.

State takeover of Dane County water rules

..............GOP lawmakers on the budget committee voted to have the state develop the water quality plan for Dane County
— the most liberal in the state — while leaving water plans to local officials in the state's 71 other counties.


Weaken county authority over shore protection
The committee voted to weaken authority of counties on shore land zoning. Counties could no longer enact stricter regulations than the state. The measure was inserted into the budget the same day committee voted on it.

Shift away from state funding for parks

The committee sided with Gov. Walker and shifted away from tax dollars to pay for state parks. But the committee also approved an array of prices increases that were higher than those proposed by Walker.
The panel approved it the same day it was introduced.

Elections have consequences. I worked on a committee for over 3 years with other citizens to rewrite and submit to our county board new ordinances to continue to protect our lakes and streams. Now all that time and effort has proved to be wasted as our board accepted the new regulations but the state will now over ride most of them. Tell me again how important it is to be involved, no wait, don't bother I've heard it all before and I don't believe any of it now.
