1. Predictable from the get go.

One only needs to recall statements from Rove and other GOP Strategists after and I mean withing 2-3 days of Katrina nailing the City. The die was cast and it meant the African American Community was not to be a integral part of the recovery process. Monied GOP players were given Carte Blanch to New Orleans as well as access to FEMA funds to do their thing. Still recall Neo Cons bragging about how they will rebuild this City in their views,which was zero liberal influences and to hell with the poor or out of luck people.
