Initially, Russia invaded the Ukraine, causing the U.S. Federal government to discontinue all foreign aide, while imposing trade sanctions on the nation, which allowed Xi Jinping to obtain an oil deal with Putin, which was not mutually beneficial.

Then, when China began building islands right off the coasts of impoverished, smaller nations on the South China Sea, which destroyed ancient coral reefs and fishing for coastal villagers to totally control trade routes for these nations, the US government failed to even raise duties on some Chinese imports, while placing embargoes on others.

Almost half of the suspects on the FBI Top Ten Most Wanted Cyber-criminals are wearing Chinese army uniforms. Their cyber-crimes were against civilian targets, "for profit." No cyber-attack by the Russian Government of those proportions has not occurred yet.
