Ben Carson: Death penalty should be a civil matter (huh?)

In a clip just played now on CNN,
GOP Presidential candidate Ben Carson said the death penalty should be a civil matter
left up to the citizens in the area to decide, and not dictated by the government.

Isn't that mob rule, like the lynchings in western/cowboy movies
or sadly the lynchings from our segregationists past?

How about lynch mobs? With the tyranny of the majority comes the nationalist furor of far-right fundamentalists and its familiar trappings of brutal white purity and xenophobia. It's the conservative version of nirvana that he is selling.

under his scenario he could very likely find himself being hanged for speeding through a white supremacist town.
