WASHINGTON — Congress appears to be on the glide path to passing legislation to avert a government shutdown later this week.

Conservatives eager for a funding fight apparently have now set December as the best time to confront President Barack Obama on spending levels and abortion policies.

A stop-gap spending bill that would fund the government at current levels through Dec. 11 — stripped of a provision that would cancel federal funding of Planned Parenthood — cleared a key procedural hurdle in the Senate on Monday, 77-19, and the chamber was expected to pass the measure as soon as today.

Nebraska Sen. Ben Sasse voted against advancing the bill. Nebraskan Deb Fischer and Iowans Chuck Grassley and Joni Ernst voted yes.
