New York is somehow a net positive. Any study that makes that claim while ignoring the (literal) trillions lost in wealth and foregone GDP as a result of 2007-2008 is suspect as hell.

It's a very limited definition of handout. The implicit subsidy the biggest banks get is worth $80B/year, but no mention of it. Nor any mention of their very existence as a result of the giant handout they got just a few years ago.

California is #6, but there's no mention of overly generous IP protections. If those don't qualify as a handout, I'm not sure anything but the bailouts really does.
