House Bill 1397 is designed to keep gun owners and the public safe. According to the Columbia Tribune, the measure would force gun buyers to wait 72 hours to obtain a firearm and require purchasers to hear about gun violence and alternatives to purchasing a firearm including peaceful and nonviolent conflict resolution.
Newmans bill would require prospective gun buyers to visit a physician to determine whether the firearm would increase such purchasers risk of experiencing an adverse physical, emotional, or other health reaction.
Other provisions would require:
Viewing a 30-minute video on fatal firearm injuries in the presence of a licensed firearm dealer.
A tour of an emergency trauma center between the hours of 10 p.m. and 6 a.m. when gun violence victims are present.
