Is there enough bottled water? I would think so. If not, water could be trucked in in tankers. You park the tankers in central locations and let people bring their own containers. That's what was done years ago when I was a kid and there was a flood that put the town's water processing plant out of commission.

Bringing in bottled water can be done pretty much immediately. Then you decide the next steps.

I don't know if lead is absorbed by bathing or not. And who cares if you shit in it?

A large percentage of the population of Flint lives below poverty level-- like 40%. With that kind of a budget, it might be hard to scrape together money to buy bottled water or a water filter... and you're asking about a plane ticket? And where can they go without first, last and security, or even a job?
