(15,031 posts)where the President gave his account to Congress in writing and there it was read to the assembled body in as dispassionate a voice as possible by the Sergeant at Arms.
The intent was to avoid the "regal" appearance and attitude engendered by the Executive's attendance and the accompanying fawning.
And let's do away with the rebuttals. The Constitution requires the President to give an account to Congress "from time to time." It says nothing about other blowhards chiming in with assorted nonsense words and nonsensical acts.
