The penalty for doing so is that the DNC will bar candidates who participate in unsanctioned debates from the sanctioned ones.

DWS is out of the debate business because the sanctioned ones are over and the three candidates can carry on and do whatever they want with debates going forward.

DWS can't do a darn thing about it except embrace it.
