According to the Chicago Police Department, one detainee, while shackled to a wall at one wrist, somehow managed to acquire a flex-cuff with his other hand from somewhere, somehow managed to put this flex-cuff around his neck with only one hand, and then managed to pull it so tight he lost consciousness from asphyxiation.

This is unsurprising the Guardian found that, "In all cases the reviews found the use of force to be justified, even when the officers did not interview the victims."
Homan Square made headlines last year when it was discovered that law enforcement had detained at least 7,000 people there since 2004. Homan Square is not a jail nor a police station. One attorney described it as "'an intelligence gathering place' akin to a CIA 'black site.'"

The CPD continues to deny that such abuse occurred. The department has released a statement In response to The Guardians newly acquired documents.

(1,151 posts)I am sure the Homan square thing goes way back. And the way they do their political thing in Chicago has always been crooked. Guess what, no one cares. It's notnNYC, it's not LA it's Chicago. It's supposed to be a cesspool I guess. I mean, they cleaned up Las Vegas and the Mafia are all legitimate business men in Jersey. Miami is under constrol , the fascists are now occupying the state houses and they don't allow any nonsense. Busily conducting their war upon poor people they have no time for fun and games. That's why we need Chicago. It's cold most of the time ,people don't March in the streets for long when it's 10 degrees and the wind is brutal.
