On edit: Yes, I know Wales and Cornwall both voted Leave, but AFAIK Y Fro Gymraeg (the Welsh-speaking areas of Wales) voted Remain.

I was looking at the areas my family is from - all Welsh-speaking areas still - and they were all Remain.
A lot (not all) of the Leave areas are heavily Anglicized.

Monmouthshire is heavily Anglicized as is Y Bro Morgannwg (Vale of Glamorgan), and Cardiff, but they voted to Remain
