...and for a number of reasons...one, because I'm Italian...I use hand gestures frequently when I speak. If I'm given a podium, I never stand behind it. I am in constant motion, working the room. Sometimes that means my hand goes up in the air, like the photo you posted. But watch the video that I posted below. That's a salute. It's the first gesture she makes, and she holds it for a couple of seconds. No "mid-wave" whatsoever.
