What you have here is a fatal failure of communication. Several cops were firing and thought it was the suspect, so they killed him.

It all started with the cop shooting at the car. So the cop who was almost hit, was almost hit by his fellow officer. That is how careless they were, from the get go.

The suspect was shot in the back, while he was fleeing.
