1. Creating an enemy abroad is a way of keeping vontrol

While you rob them blind while the economy you ut in the tank starves them
Good old trick of all dictator

To make this plausible you have to make aggressive actions abroad
Thus the riding tension with russia akin to the cold war

I don't think any war will happen between two major countries. It will be the third World War where everyone will be destroyed and no one will be able to recover it. Proxy wars can be happened but that is very rare between Russia and US.
