If there really are roughly 1,000 jobs that will stay here that would have gone to Mexico after the smoke clears and some retention and capital investment requirements, $7,000 is not a bad price per job.
The fact is, we are going to have to do some kind of jobs program to prevent more jobs from disappearing from technology, and to a lesser degree outsourcing. The GOPers have opposed every sensible program Obama has proposed.
Corporations were not going to keep jobs here, delay technology replacing humans, or bring jobs back without some incentive -- tax incentives, new government contracts, promise to establish tariffs on imported goods so that corporations could charge you and I more on American goods and still be somewhat competitive (while starting trade wars), labor concessions, etc.
GOPers would never approve a guaranteed income or a conventional jobs programs as technology -- and to a lesser degree, outsourcing -- replaces jobs, So they may have stumbled on this approach as somewhat effective and acceptable in their feeble minds.
Yes, corporations will make some money off this and tax payers will ultimately have to pay more to fund the "program," at least in the short-term. But, it might help jobs, even if they are subsidized in a contorted way. GOPers will find out pretty quickly that they won't be able to slash taxes for wealthy and profitable corporations, while paying subsidies to keep jobs here. But, as some DUers pointed out yesterday, this is likely cheaper than paying unemployment and welfare for displaced workers for years or decades, even if some jobs are still going to Mexico, China, etc.
Are there better ways to do it? Sure, but GOPers aren't going to do it that way.

And the state of Indiana is paying it, so 49 states don't pay a dime.
