Technically the first address to Congress by a new president, soon after inauguration, isn't even a State of the Union. Obama could have given one this year, if he'd wished, but most outgoing presidents don't choose to.

(82,849 posts)Conceivably, Trump could just skip out on it altogether, always with the promise that he'll deliver a state of the union address at some unspecified time in the future. It would certainly fit with his distaste for compulsory tasks, and his proclivity for grandiose promises that turn out to be a pack of lies (e.g., release of his tax returns and financial statements).
