It's part of the citizenship ceremony.

Plus, they have to affirm that they are not now, nor have even been members of the communist party in their residence application.

(Nazi party is okay, but commie is a no-no).

Goes to show that words are nothing without conviction. We said that pledge every morning but it didn't mean much to us.
