I'm sure they are instructed to handle tough questions like this. They do it because it works. It is a strange effect but one that has been proven to work by other right wing politicians on the human psyche. Just like a few other tactics like.....accusing the other side of things that you are guilty of (throws off the interviewer), or repeating a lie over and over until it is believed no matter how many times it is also refuted on the "liberal media".

It has the appearance of "We both know that's a laughable premise, and I can hardly stop myself from laughing that you take this so serious". It is directed towards their base and no one else. It helps shape the interpretation of the question itself as being a joke.
