I'm with Parkman on this. I'm beginning to believe that Trump has trouble reading words on a page.

He obviously read it wrong, but instead of doing what a normal person does, correct themselves, he adds the correct phrase immediately after hoping no one will notice what he just said.

...or, maybe our new policy really is to defend the right of ships in international waters to float around aimlessly.
