With Pence on his European Apology Tour, is he laying groundwork for his administration?

Pence is directly contradicted trump's rhetoric as he deals with NATO and other countries in Europe. Are "they" about to toss trump to the wayside? Is Pence setting the rest of the world up to be more accepting to a Pence administration?

trump has enough baggage to sink him for sure and I think the powers that be are about to cut him loose.
